PUBLIC SAFETY (POWERS OF ARREST AND DETENTION) TEMPORARY BILL, 1923. - COURT OFFICERS (TEMPORARY APPOINTMENTS) BILL, 1923—REPORT STAGE.

I move that this Bill be received for final consideration.

On the last day when this Bill was under discussion the Minister was not in attendance. I wanted to make sure that the information I received already was correct. Is it a fact that these Civil Bill Officers are non-pensionable officers, and is it required to make provision for these if they are deprived of their position by reason of this Bill? A deputation of them waited on me, and I wanted to put their case before the Minister. They say they are entitled under the Treaty to a pension if they are deprived of office. The Minister said they were not pensionable officers.

My information is that there is no necessity to mention these officers in the Bill, and that they are non-pensionable.

This Bill passed its Second and Third Readings without discussion or amendment. There was no amendment on the Committee Stage and no amendment on the Report Stage, and if the Deputies agree I will take the fifth Stage now. Equally, if any Deputy dissents I will give proper notice.
