SUMMER TIME BILL, 1924—FOURTH STAGE.

I move that the Bill be now received for final consideration.

I would very much like to get the fifth stage now if there was general consent.

I take up the same attitude with regard to this Bill that Deputy Johnson took with regard to the Juries (Amendment) Bill.

Will the Minister make a case for urgency in this matter?

Mr. O'HIGGINS

The urgency lies in the fact that it is advisable to get it to the Seanad immediately, because the sittings of the Seanad are so arranged that it will be very near the date on which the Bill is to come into operation before I could rely on its becoming law, remembering that seven days have to expire before the Bill becomes operative after it is passed.

The suspension of the Standing Orders will have to be moved before this motion can be agreed to, and the request to move a motion to suspend the necessary Standing Order will need to have the support of 53 Deputies. However, there does appear to be urgency in so far as there is a fixed date in the Bill, which was postponed for certain reasons previously. Deputies supporting the request to receive a motion for the suspension of the Standing Orders will please rise in their places.

The requisite number not having been obtained, the motion was not made.
