CEISTEANNA—QUESTIONS. ORAL ANSWERS. - NATIONAL TEACHERS' TRANSFERS.

asked the Minister for Finance whether an agreement was come to in January, 1923, with the representatives of the Northern Government, whereby National Teachers transferring from the Free State to Northern Ireland and vice versa would have their years of service recognised for salary and pension purposes; whether he is aware that the failure on the part of the Government to embody this agreement in Statutory Rules has resulted in great hardship to teachers who transfer to the Northern area, inasmuch as they are paid only at the minimum rate of salary, irrespective of service, and whether steps will be taken to have the necessary Statutory Rules published immediately.

An arrangement to the effect indicated was come to with the Northern Government in January, 1923, in relation to teachers transferring on or after the 1st February, 1922.

The rules to give effect to the reciprocal agreement are at present under the consideration of the Attorney-General, and will be made, it is hoped, at an early date.
