FISHERIES (ELECTION OF CONSERVATORS POSTPONEMENT) BILL, 1924 (FIRST STAGE).

Sé an fáth atáim ag iarraidh cead ó'n Dáil an Bille seo a thabhairt isteach, go bhfuil se riachtanach togha a se' reachtula bheith ann roimh deire an Fhoghmhair. Tá Bille ar an gceist seo ullamh agus chuireas chun oifig an Dli é seachtmain o shoin. Ach mar gheall ar an obair atá acu annsin, ni bheadh se ullamh an tseisiún seo.

In asking leave to introduce this Bill I may say that the reason is that the Fisheries Bill which I had prepared, and which I sent to the draftsman a few weeks ago. I find has been crushed out and cannot be introduced this session. The draftsman has so many Bills in his office that he has informed me to that effect. That Bill proposes to change to a certain extent the existing constitution of Boards of Conservators and I am anxious that the statutory elections, which fall due in October next should be postponed until they are held under the new conditions. Elections are triennial, and if I have not leave to postpone them, those elected under the existing conditions hold office for three years. There are only two sections in the Bill.

Does the Minister propose that these elections be held immediately after the passing of the Bill?

As soon as possible. Certain formalities have to be gone through in the way of notices, etc.

Is the Minister aware that there is general complaint as to the composition of these Boards?

That is exactly what I want the elections postponed for, so that the constitution of these Boards may be altered according to the provisions of the new Bill.
