COMMITTEE ON FINANCE. - DAIRY PRODUCE BILL—(MONEY RESOLUTION).

I beg to move the following resolution:—

Go bhfuil sé oiriúnach a údarú go n-íocfar amach as airgead a sholáthróidh an tOireachtas aon chostaisí fé n-a raghfar chun feidhmiú do dhéanamh ar aon Acht a rithfar sa tSiosón so chun socrú i dtaobh déanamh, margú agus easportáil Tora Déiríochta do regleáil d'fhonn a ghrád generálta d'fheabhsú agus chuige sin forálacha do dhéanamh chun clárú agus stiúrú do dhéanamh ar áitreibh ina ndintar no ina ndíoltar Tora Déiríochta, agus chun an tora san do mharcáil, agus i gcóir nithe eile a chabhruíonn no a bhaineann leis na cuspóirí roimhráite.

That it is expedient to authorise the payment out of moneys to be provided by the Oireachtas of any expenses incurred in carrying into effect any Act of the present Session to make provision for the regulation of the manufacture, marketing and export of Dairy Produce with a view to improving the general standard thereof, and for that purpose to make provision for the registration and control of premises engaged in the manufacture or sale of Dairy Produce, and for the marking of such produce and for other matters conducive or incidental to the objects aforesaid.

This resolution is necessary in view of Clause 41 of the Dairy Produce Bill, which provides that the expenses of administration will be met out of moneys provided by the Oireachtas. The net expense of the carrying out of this Bill will be small. There will be an increase of staff required in the Ministry of Agriculture, and a certain amount of work will be thrown on the Revenue Department, but to a very considerable extent the cost of that extra work will be met out of fees charged under the Bill, and the net cost to the Exchequer will not be considerable.
