DRAINAGE MAINTENANCE BILL, 1924.—FIRST STAGE.

I ask leave to bring in a Bill, the main objects of which are: (1) To amend the procedure by which the Commissioners of Public Works put works of arterial drainage into condition when their maintenance has been neglected. (2) To facilitate the collection of repayment for such work of restoration from the owners of land benefited by imposing the duty on county councils, who can use the process by which they collect county rates. (3) To provide free grants in aid of such works from (a) the Government, and (b) the county councils. There are also subsidiary objects.

Question put: "That leave be given to introduce the Bill."
