Vol. 9 No. 12

PRIVATE BUSINESS. - PUBLIC HOLIDAYS BILL, 1924—REPORT.

Mr. O'HIGGINS

I move that this Bill be received for final consideration.

I move amendment 1.

"In page 2, line 20, to delete the words "be a" and substitute the words "if the proclamation so directs be a public."

The effect of this amendment is simply to draw a distinction between a bank holiday and a public holiday. In the public mind the idea exists that a bank holiday is a day on which there was a general closing down. It is only a day in which the banks are closed. A public holiday is a day which involves the general closing of banks and various other offices, such as the courts and other places.

Clause 3 will apply equally; that is with regard to notice?

Certainly.

Amendment put and agreed to.

I beg to move amendment 2. It is purely consequential. It is:—

"In page 2, line 31, before the word ‘holiday' where it secondly occurs in that line to insert the word ‘public.'"

Amendment put and agreed to.
Question —"That the Bill, as amended, be received for final consideration"— put and agreed to.
Fifth Stage ordered for Friday the 21st November.
