COMMITTEE ON FINANCE. - MONEY RESOLUTION—(UNEMPLOYMENT INSURANCE (No. 2) BILL).

I move:—

“Chun críche aon Achta a rithfar sa tSiosón so chun leasú do dhéanamh ar na hAchtanna um Arachas Díomhaointis, 1920 go 1924, agus chun críocheanna bhaineas leis sin, go bhfuil sé oiriúnach a údarú—

That, for the purpose of any Act of the present Session to amend the Unemployment Insurance Acts, 1920 to 1924, and for purposes connected therewith, it is expedient to authorise—

(1) go n-íocfar amach as airgead a sholáthróid an tOireachtas aon chostaisí fé n-a raghfar fén Acht san ar son sochair dhíomhaointis speisialta do dhaoine áirithe a scuireadh O Fhórsaí Mileata Shaorstáit Eireann;

(1) the payment out of moneys to be provided by the Oireachtas of any expenses incurred under such Act in respect of special unemployment benefit for certain persons discharged from the Military Forces of Saorstát Eireann;

(2) go n-iocfar amach as an bPrímh-Chiste no as a thora fáis aon tsuimeanna is gá chun íochta na bhfiachaisí a bheidh ar an gCiste Díomhaointis fé sna hAchtanna um Arachas Díomhaointis, 1920 go 1924, mar a leasófar leis an Acht san iad;

(2) the issue out of the Central Fund or the growing produce thereof of any sums required for the purpose of discharging the liabilities of the Unemployment Fund under the Unemployment Insurance Acts, 1920 to 1924, as amended by such Act.

(3) go gcuirfar ar an bPrímhChiste no ar a thora fáis muirear colann agus ús aon urúsanna a tabharfar amach fén Acht san chun iasachtaí d'fhail agus muirear aon chostaisí fé n-a raghfar mar gheall ar thabhairt-amach na n-urús san.

(3) the charge upon the Central Fund or the growing produce thereof of the principal and interest of any securities issued for the purpose of borrowing under such Act, and of any expenses incurred in connection with the issue of such securities.”

As already stated, the expenditure which would be incurred under the Act amounts to £250,000 in respect of ordinary, insured persons; £120,000 in respect of soldiers who are brought into benefit, and £15,000 is the estimated administrative charge in connection with the new Act.

The figures that the Minister has given do not appear in the estimate and I am rising now as a precautionary measure. There are certain amendments put down for the Committee Stage and it has been suggested as a remote possibility that somebody may object to the amendments being discussed on the grounds that they may possibly increase the charges upon the revenue and that, therefore, they should not be discussed on the motion by a member not an Executive Minister. I do not think that is quite in order inasmuch as no figures have been stated in the motion. Perhaps it would not be asking too much if you would rule that the amendments which are fixed for the Committee Stage will be discussable at that stage and that we are not to discuss them at this motion. I dare say if the Minister does not object to their being discussed at the Committee Stage we can avoid discussing them now.

I prefer them to be discussed on the Committee Stage if they can be discussed, but I cannot rule on a matter of order.

Inasmuch as this motion of the Minister is a general motion, without fixing any sum, and as it speaks of "any Act of the present session," and the charge thereon that may be paid, I would make the point that, even on a motion in Committee, a Deputy may move motions which may possibly increase the charges, but still those charges will be covered by the motion now before the Dáil. It is, therefore, quite in order for such a motion to be discussed on the Committee Stage. That is the application I am making. If it is accepted there will be no need to discuss these motions on the Financial Resolution.

I was going to say that, if the resolution itself is worded in such general terms, it seems to me that anything that it would be in order to discuss on the resolution ought to be in order to discuss on Committee.
