CEISTEANNA—QUESTIONS. ORAL ANSWERS. - ISSUE OF CIVIL SERVICE CERTIFICATES.

asked the Minister for Finance if he will state the cause of the delay in issuing Civil Service Certificates to candidates who have been successful in examinations conducted by the Civil Service Commission, and if he will state when such certificates will be issued.

The delay in issue of the forms of certificates has been due to pressure of other official duties falling on the higher staff of the Civil Service Commission, which was inevitable in the early stages of the Commissioners' work. The delay in no way affects the rights of the officials concerned, as the certificates will have effect as from the date on which the candidates were in each case accepted by the Commission. The first batch of certificate forms is now ready, and it is hoped that further issues will be made without interruption until the work of issue has been brought up to date.
