I have received proposals in this matter from the Minister for Posts and Telegraphs, but have not yet assented to them. As important questions of a legal character arose, it was necessary in the first instance to examine the matter from this point of view, and this examination has now been concluded. I am now considering the scheme on the merits, and hope to be in a position shortly to reach a conclusion.
