COMMITTEE ON FINANCE. - MONEY RESOLUTION—ENFORCEMENT OF LAW (OCCASIONAL POWERS) BILL, 1924.

I beg to move:—

Chun críche aon Achta a rithfar sa tSiosón so chun buanú sealadach do dhéanamh ar an Acht um Fheidhmiú Dlí (Comhachta Ocáideacha), 1924, agus ar na rialacha a dineadh agus na fuirmeacha a horduíodh fén Acht san, go bhfuil sé oiriúnach a údarú go n-íocfar amach as airgead a sholáthróidh an tOireachtas tuarastail no luach saothair daoine a fostófar fén Acht san chun dualgaisí báillí, maidir le feidhmiú riteacha, aitheanta agus orduithe, agus dualgaisí Fo-Shirriam Congantach a ceapfar fén Acht san, do chó-líona, agus aon chostaisí eile fé n-a raghfar chun an tAcht san do chur in éifeacht.

That for the purpose of any Act of the present Session to continue temporarily the Enforcement of Law (Occasional Powers) Act, 1924, and the rules made and the forms prescribed thereunder, it is expedient to authorise the payment out of moneys provided by the Oireachtas of the salaries or remunerations of persons employed under such Act to carry out the duties of bailiffs as regards the execution of writs, decrees and orders, and of Assistant Under Sheriffs appointed under such Act, and of any other expenses incurred in carrying such Act into effect.

The necessary Message has been received from the Governor-General. The passage of this Bill will entail expenses arising from the payment of six Assistant Under Sheriffs at the rate of £500 a year, and the wages of 80 bailiffs, the amount running to about £100 a week, some being paid at £2 and others at £1. Half the salaries of the Assistant Under Sheriffs will be recovered from the Counties, and a certain percentage of sums leviable by warrant or decree will also be recovered. It is expected the net cost of the continuance of the Act will amount to £4,290.

I propose to ask the House to divide on this motion. The Minister in making his Second Reading speech did not, I think, give any justification satisfactory to the House to warrant our continuing this exceptional Bill for another year. In consequence, I propose to oppose the motion.
