PUBLIC BUSINESS. - FOURTH REPORT FROM THE COMMITTEE ON PROCEDURE AND PRIVILEGES.

I have been asked formally to move the resolution (which has been circulated) passed by the Committee on Procedure and Privileges, recommending a new Standing Order. The report of the Committee is as follows:—

1. Ag cruinniú a comóradh an 3adh Meitheamh, 1925, do bhreithnigh an Coiste ceist Bhuan-Ordú nua i dtaobh Có-Choistí de bhaill den Dáil agus den tSeanad.

1. At a meeting held on the 3rd June, 1925, the Committee took into consideration the question of a new Standing Order dealing with Joint Committees of members of the Dáil and the Seanad.

2. Do socruíodh an Buan-Ordú so a leanas a mhola don Dáil, chun é chur isteach i ndiaidh Buan-Ordú 115b:—

2. It was decided to recommend the following Standing Order to the Dáil, to be inserted after Standing Order No. 115b:—

“Có-Choistí.

“Joint Committees.

“Nuair is áil aontú an tSeanaid d'fháil chun Có-Choiste den dá Thigh do chó-dhéanamh chun aon chúrsa do bhreithniú déanfar tairisgint go bhfuil sé oiriúnach, do réir tuairim na Dála, an Có-Choiste sin den Dáil agus den tSeanad do cheapa chun na críche atá i gceist Inneosfar sa tairisgint sin an méid Teachtaí a ghníomhóidh ar an g-CóChoiste sin agus beidh inti cur-síos ar aon chomhachta speisialta atá beartuithe a thabhairt do. Nuair a ghlacfidh an Dáil le haon tairisgint den tsórt san, cuirfar teachtaireacht chun an tSeanad á chur san in úil dóibh, agus déarfar inti gur bhfearr é dar leis an Dáil dá ndéanfadh an Có-Choiste atá beartuithe a Chathaoirleach féin do cheapa agus a quorum féin do shocrú, agus iarrfar sa teachtaireacht aontú an tSeanaid. Nuair a chuirfidh an Seanad a n-aontú in úil, ainmneoidh an Dáil an méid Teachtaí is gá chun gníomhnú ar an gCó-Choiste. Más Bille puiblí a bheidh os cóir an Choiste beidh an Teachta atá i bhfeighil an Bhille ar dhuine de sna Teachtaí a hainmneofar amhlaidh.”

“When it is desired to obtain the concurrence of the Seanad in setting up a Joint Committee of the two Houses to consider any matter a motion shall be made that it is expedient, in the opinion of the Dáil, that such a Joint Committee of the Dáil and the Seanad be appointed for the purpose in question. Such motion shall state the number of Teachtai to act on, and set out any special powers which it is proposed to give to, such Joint Committee. On the adoption by the Dáil of any such motion, a message shall be sent to the Seanad informing them accordingly, stating that the Dáil considers it advisable that the proposed Joint Committee should appoint its own Chairman and fix its own quorum, and desiring the concurrence of the Seanad. When the Seanad has notified its agreement, the Dáil shall nominate the required number of Teachtaí to act on the Joint Committee. If the matter before the Committee be a public Bill the Teachta in charge shall be one of the Teachtaí so nominated.”

3. Tá an Coiste ag leanúint dá mbreithniú ar chúrsaí eile atá ina dtéarmaí tagartha.

3. The Committee is continuing its consideration of other matters coming within its terms of reference.
