I move that the recommendation be agreed to in the amended form in which it appears on the Order Paper. It was thought better that in respect of each dog there should either be a licence or a letter of exemption from the Revenue Commissioners.

Recommendation:—
That the following words be added at the end of sub-section (1) of Section 37:—
"Provided that the duty imposed by this section shall not be levied or charged on a dog kept and used by a blind person (including a person not stone blind) for the purpose of leading and guiding the said blind person."
