CEISTEANNA—QUESTIONS. ORAL ANSWERS. - RATHMINES URBAN COUNCIL BYE-LAW.

asked the Minister for Local Government and Public Health whether application has been made to his Department by the Rathmines and Rathgar Urban District Council for sanction for the alteration of a bye-law of the Council relating to the keeping of animals, and whether he has considered the application, and, if so, with what result.

The reply to the first part of the question is in the affirmative. The clauses submitted by the Rathmines and Rathgar Urban District Council as amendments of their existing code for the regulation of the keeping of animals, were not in proper form and contained provisions which were ultra vires or which could not properly form the subject of bye-laws. Other portions of the clauses are already dealt with in existing bye-laws which are not intended to be altered by the Council. I have furnished to the Council suggested forms of bye-laws which may meet their wishes in regard to the amendment of the code in operation in the district, with a view to the information and guidance of the Council as regards their powers in the matter.
