WRITTEN ANSWERS. - CERTIFICATES OF QUALIFICATION ISSUED BY CIVIL SERVICE COMMISSIONERS.

TOMAS MacEOIN

asked the Minister for Finance how many Certificates of Qualification have been issued by the Civil Service Commissioners since April 1st, 1922:—

(a) as a result of open competition;

(b) as a result of limited competition;

(c) without competition;

indicating in such cases how many certificates were issued in respect of posts with a minimum salary of not less than £50, £100, £300, £500, £700, £900, and £1,000.

The number of Civil Service Certificates which have been issued, or which have been passed for issue, to date by the Civil Service Commissioners in respect of appointments made since the 1st April, 1922, is as follows:—

(1) As a result of Open Competition

(2) LIMITED COMPETITION—942.

The examinations as a result of which Certificates were issued under this head were limited to serving temporary officials or men with Army service. The details are as follows:—

(3) COMPETITIVE SELECTION—53.

These certificates have been issued in respect of posts for which the candidates were selected after public advertisement on the report of Selection Boards. The posts to which the Certificates relate come under the following heads:—

Assistant State Chemist.

Junior State Chemists.

Junior Educational Inspectors.

Junior Mining Inspector.

Telephone Exchange Engineer.

Junior Rates Clerk.

Junior Marketing Inspector.

Junior Agricultural Inspector.

Assistant Parliamentary Draftsman.

Junior Inspectors: Dairy Produce.

Industrial Inspectors.

Keeper of Irish Antiquities.

Assistant Librarians (National Library).

Furniture Officers (Board of Works).

Assistant Inspectors (National Health Insurance).

(4) WITHOUT COMPETITION—394.

4(i) Officers Already Established—207.

These were promotions of officials who already held Civil Service certificates, but in whose cases fresh certificates were necessary because the appointment of the individual was not in the customary course of promotion, e.g., the case of a member of a departmental class such as a Post Office Sorting Clerk and Telegraphist promoted to a general service class such as that of Lower Executive Officer.

4(ii) Oireachtas Staff—30.

These certificates were issued in respect of Reporters, Translators and Ushers—classes which did not exist prior to the change of Government.

4(iii) Congested Districts Board Staff—92.

These certificates were issued in respect of clerks who had been serving in the late Congested Districts Board and who when that Board was abolished became established Civil Servants.

4(iv) Transferred Officers—40.

These certificates were issued in respect of persons who, following the change of Government, were transferred from the British and Northern Governments to fill posts requiring knowledge and experience which could not be acquired outside the Civil Service.

4(v) Appointments in the Public Interest—6.

Certificates issued in the public interest under Section 6 (b) of the Civil Service Regulation Act, 1924.

4(vi) Miscellaneous—19.

This includes certificates issued in respect of persons in whose cases promises of establishment made before the change of administration had to be honoured, and persons, e.g., widows employed before marriage as certificated Civil Servants, who have been reinstated in established vacant posts in the grades in which they were formerly employed.

Notices of every appointment or promotion to which the above figures relate are duly published in “Iris Oifigiúil,” and these notices state whether the certificate has been issued as the result of competitive examination or otherwise.
