asked the Minister for Local Government and Public Health whether he has considered the introduction of a Bill to enable local authorities to provide pensions or superannuation for old or disabled employees on a contributory basis; and, if so, when.

Owing to pressure of many other matters involving legislation it has not been possible to frame definite proposals. The question of contributory superannuation presents many practical difficulties and no scheme has been submitted by any interested parties.

Am I to understand that the Minister has been considering this matter, and considering it sympathetically, and that the only reason why the Bill is not ready is that there will not be time?

That is generally the position.
