asked the Minister for Justice whether, in view of the increasing use of motor vehicles and cycles and consequent risk of accidents, the Minister will consider the introduction of proposals for legislation to make it compulsory for owners and for drivers and riders of such machines to cover by adequate insurance against risk of damage caused by them to life and property.
