asked the Minister for Lands and Agriculture whether he will consider the advisability of providing assistance by means of free distribution of seeds, for destitute small holders and unemployed agricultural labourers, for cropping purposes this spring.

The information at my disposal goes to show that the general position as regards seed supply for spring sowing is satisfactory, adequate supplies of sound seed being available in all parts of the country at reasonable rates. With the exception of one or two small areas, which are being specially dealt with, small holders and labourers are believed to be in a position to make normal sowings of crops this spring. There does not, therefore, seem to be any need for a scheme of free distribution of seed.
