I move that leave be given to introduce a Bill entitled an Act to amend the law with respect to vaccination by authorising a statutory declaration of conscientious objection. It is a short Bill to amend the Public Health (Ireland) Act, 1879, or Section 7 of the Vaccination Amendment (Ireland) Act, 1879. It gives the right to parents to declare within three months from the date of birth of the child that vaccination would be against the health of the child, and they can send notice of this to the medical officer for the district they reside in. The Bill gives the same rights to the people in the Free State as the people have in England and Wales.
