SUPPLEMENTARY ESTIMATE. - CONSTITUTION (AMENDMENT No. 9) BILL, 1928—SECOND STAGE.

This Bill can be explained in a very few words. It proposes to regulate the panel according to law. A Bill has been introduced and the Second Reading of it is on the Order Paper to-day. It proposes a method of election to the panel. On the First Stage it is proposed that the Seanad nominates 20 members and that the Dáil nominates 20 members. Deputies might have some suspicion if we did not give them some idea of what the proposal is. I gave information on the occasion of the First Reading of what in substance this Bill is about. It was suggested in the Joint Committee that a nominating college should select the members. As, I think, I said on the previous occasion, a nominating college is a very fine term, but there is always the difficulty about agreeing as to how it should be constituted. I do not see any likelihood of any general agreement. I do not mean to say that there might not in the future possibly be some sort of a general agreement among the constituent parts as to such a proposal. In consequence, I think the best method is that the law should regulate how the panel should be adopted. I accordingly move the Second Reading.
