Ceisteanna—Questions. Oral Answers. - Payment of Secondary Teachers.

asked the Minister for Education whether he is aware that some secondary teachers, eligible for incremental salary under the rules for the current school year, are not in receipt of such incremental salary; that the Association of Secondary Teachers submitted to him a scheme for the re-adjustment of the system of payment so as to include all eligible teachers; and whether this scheme was twice rejected by him, and, if so, on what grounds.

A number of secondary teachers who comply with the conditions as regards teaching service are excluded from receipt of incremental salary by the rule which defines how many teachers may receive such salary in any school. The scheme submitted by the Secondary Teachers' Association proposed an increase in the number of teachers who might be paid incremental salary in all schools of not less than 400 pupils; this scheme would permit the payment of some, but not all, of the teachers at present excluded. The number of teachers who may receive incremental salary in a school under the present rules is considered sufficient; the proposed scheme was rejected for this reason, and also on account of the additional expenditure which it would involve.
