In Committee on Finance. - Money Resolution—School Meals (Gaeltacht) Bill, 1930.

The Money Resolution on the Order Paper is in the following terms:—

"Chun críche aon Achta a rith-fear sa tSiosón so chun socrú do dhéanamh chun béilí do thabhairt do leanbhaí i scoileanna náisiúnta sa Ghaeltacht, go bhfuil sé oiriúnach a údarú go n-íocfar amach as airgead a sholáthróidh an tOireachtas:—

(1) pe'ca suim acu so leanas is lú in aon bhliain airgeadais áitiúil:—

(a) leath na gcostas fé na raghaidh Buird Shláinte ag soláthar béilí fén Acht san, no

(b) suim go mbeidh idir í agus Suim Dheich Míle Punt an cothrom céanna bheidh idir an méid leanbh a deimhneofar fén Acht san do bheith ag freastal scoileanna náisiúnta sna líomatáistí sceidealta ar feadh na tréimhse orduithe do bhliain airgeadais áitiúil ar bith agus an méid leanbh a deimhneofar fén Acht san do bheith ag freastal scoileanna náisiúnta sa Ghaeltacht ar feadh na tréimhse céanna: ach sa bhliain airgeadais áitiúil dar críoch 31adh Márta, 1931, cuirfear suim Chúig Mhíle Punt in ionad na suime sin Deich Míle Punt;

(2) costaisí ar bith fé n-a raghfar ag cur an Achta san i bhfeidhm.

That, for the purpose of any Act of the present Session to make provision for the supplying of meals to children attending national schools in the Gaeltacht, it is expedient to authorise the payment out of moneys to be provided by the Oireachtas of:—

(1) Whichever of the following sums is the less in any local financial year:—

(a) one-half of the expenses incurred by Boards of Health in providing meals under such Act, or

(b) a sum which bears to the sum of Ten Thousand Pounds the same proportion as the number of children certified under such Act to have attended national schools in the scheduled areas during the prescribed period for any local financial year bears to the number of children certified under such Act to have attended national schools in the Gaeltacht during the same period: provided that in the local financial year ending 31st March, 1931, the sum of Five Thousand Pounds shall be substituted for the said sum of Ten Thousand Pounds;

(2) any expenses incurred in carrying such Act into execution."

I would like, with the permission of the Dáil, to make two slight verbal alterations in order to bring the Money Resolution into line with the wording of the Bill. In paragraph (a) I suggest an alteration so that it will read "one-half of the expenses incurred by any board of health in providing meals under such Act...." In paragraph (b) I suggest this alteration: "certified under such Act to have attended national schools in the scheduled area of such board of health...."
