Ceisteanna—Questions. Oral Answers. - Insurance Benefit Claim (Wexford).

asked the Minister for Industry and Commerce if he will state why unemployment insurance benefit is being withheld from Patrick Kinsella, Town View, Gorey, Co. Wexford.

A claim made by Mr. Patrick Kinsella on the 6th March, 1930, was disallowed because no contribution had been paid for him in the 1928-29 Insurance Year, and 12 contributions had not been paid for him thereafter. He appealed against the decision to the Court of Referees which recommended that the claim should be disallowed. Benefit was not, therefore, payable on the claim.

Mr. Kinsella was engaged in carting for the Wexford County Council during certain periods in and since the 1927-28 Insurance Year under conditions which did not constitute insurable employment. Contributions were accordingly not payable in respect of it. A number of contributions were, however, paid in error, and in the circumstances it is open to Mr. Kinsella to make the usual application for their refund.
