In Committee on Finance. - Vote 20—Expenses Under the Electoral Act and the Juries Act.

I move:—

Go ndeontar suim ná raghaidh thar £19,000 chun íoctha an Mhuirir a thiocfaidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1932, chun Costaisí fén Acht Timpeal Toghachán, 1923, agus fé Acht na nGiúirithe, 1927.

That a sum not exceeding £19,000 be granted to defray the Charge which will come in course of payment during the year ending on the 31st day of March, 1932, for Expenses under the Electoral Act, 1923, and the Juries Act, 1927.

I do not know whether it arises in connection with this Vote or not, but I think I should call the attention of the House and the Minister to the manner in which some returning officers discharge their responsibility under the Act in relation to the counting of votes at elections. The provision which is made is often very unsatisfactory, and whichever Department is responsible—I think it is the Department of Local Government— they ought to ensure that returning officers will, at times of election when there is great public interest aroused in the result, make such arrangements as will ensure that the votes will be expeditiously and correctly counted, and that facilities will be provided for the agents of the candidates and others interested to witness the counting. The counting is supposed to be done in public, but in a number of cases no provision is made to deal with it in a satisfactory and business-like way.

I do not think that comes under this Vote.

I hope it will be acted upon anyway, whether it comes under the Vote or not.
