Ceisteanna—Questions. Oral Answers. - The Oireachtas and Arbitration Tribunal.

asked the President whether, if agreement is reached after the Dáil rises on the composition and terms of reference of an arbitration tribunal to decide the financial dispute between the British and Irish Governments, the Oireachtas will be promptly summoned in special session to consider such agreement.

As stated in paragraph 4 of my despatch No. 95, of the 2nd July to the Secretary of State for Dominion Affairs, the prior approval of both Houses of the Oireachtas will be necessary for any agreement which may be reached between the British Government and the Government of the Irish Free State "in regard to the acceptance of arbitration, the constitution of the Tribunal, and the issues to be submitted to the Tribunal for determination." In the event of such agreement being reached during the recess the Oireachtas will be summoned in order to obtain the necessary approval, if it is considered desirable to do so before the reassembly of the Houses of the Oireachtas in the normal way.

Arising out of that reply, might I ask whether it is the policy of the Government to obtain prompt, early arbitration?
