I move:—
That it is expedient to authorise the payment out of moneys provided by the Oireachtas of any expenses incurred under any Act of the present Session to make provision for the licensing of stallions and for other matters connected therewith.
In Committee on Finance. - Horse Breeding Bill, 1933—Money Resolution.

The passage of this motion would provide money for the purpose of administering the Horse Breeding Bill. To that extent it is a matter of very serious importance to my constituency. This Horse Breeding Bill proposes to bring within its scope thoroughbred horses in racing stables. If animals of that kind are included within the scope of the Bill, in my opinion, very serious damage will be done to the bloodstock industry, and especially to the bloodstock industry in County Kildare, which might be described as the home of that industry. I discussed the matter with the Minister, and I must say that he met the position very fairly. But I do not observe any amendments down in the Minister's name. The Minister, I think, is quite anxious to meet any difficulties which may arise, but I would like if he would say something on the matter, or perhaps, at a later stage introduce an amendment covering the position I indicated. As the Minister met me frankly in the discussion, I would like if he would say something about it now.

The House will remember that this question was the big issue on the Second Reading. I invited Deputies to put in reasonable amendments to cover their points. An amendment has been put in to Section 4 that, I think, I can accept in substance, but I would like to have it re-drafted and brought in on Report Stage.
There is an amendment down in my name that we can deal with later, seeing that the Minister has agreed to accept it in substance.
