Ceisteanna.—Questions. Oral Answers. - Appointments to the Civil Service.

Risteárd Ua Maolchatha

asked the Minister for Finance if he will place in the Library, for the information of Deputies, a copy of the statement made on 17th November on behalf of his Department to the Commission of Inquiry into the Civil Service regarding appointments made by the Executive Council in the public interest during the years 1924-1932; and if he will state the names of the 27 persons therein stated to have been taken in for the first time in 1932; the relative Department; the rank to which appointed; the number of years temporary or other service previously given in the Civil Service; and if he will state what is meant by the expression taken in for the first time.

A copy of the verbatim report of the evidence given on behalf of my Department before the Commission of Inquiry into the Civil Service on the 17th November will be placed in the Library for the information of Deputies as soon as it is available. Particulars of the 27 persons who were appointed to established posts in the Civil Service in 1932 under Section 6 of the Civil Service Regulation Act, 1924, as amended by Section 3 (2) of the Civil Service Regulation (Amendment) Act, 1926, were, as required by the Acts, published in Iris Oifigiúil on various dates in 1932 and 1933. I am, however, arranging to have the required information circulated with the official report.

The expression "taken in for the first time" means appointment to the established Civil Service for the first time.

Following is the information referred to in the answer:—

General Mulcahy

The Minister is aware that the entries in Iris Oifigiúil would not show the years of temporary service previously given in the Civil Service. Will he say if, in the case of these 27 persons, there was previous temporary service before appointment in the beginning of 1932?

There was temporary service ranging from three months to nine and a half or ten years.

General Mulcahy

Will the Minister say what is meant by the Ministerial Press referring to these appointments as political appointments?

Mr. MacEntee

I am afraid the Deputy will have to address that question to the editor of the newspaper to which he refers.

General Mulcahy

Does the Minister not understand that describing appointments such as these as political appointments is done entirely with mal-intent? Will the Minister say that he does not consider the appointments of these persons, who had several years temporary service, political appointments within the meaning of the Ministerial Press?
