Public Assistance (Acquisition of Lands) Bill, 1934—First Stage.

Leave granted to introduce a Bill "entitled an Act to empower bodies charged with the administration of the relief of the poor to acquire land (including water and rights relating to land or water) for the purposes of their powers and duties in relation to such administration and to make provision for matters connected with such acquisition and for matters otherwise related to such bodies."—(Minister for Local Government and Public Health).

I propose to take the Second Stage this day week.

When will that Bill be circulated?

As soon as it is ready.

The Second Reading is proposed to be taken this day week.

Surely it is not reasonable to fix the Second Stage of a Bill for this day week if the Minister is not in a position to say when the Bill will be circulated.

Deputies will have an opportunity of raising that question when the Bill comes before them.

I submit to you, sir, that to tell the Chair that a Bill will be circulated as soon as it is ready is an impertinence to the Chair. The Ceann Comhairle is entitled to get from the Minister a reply to a question. If the Minister is not able to answer the question he should say so.

The Deputy was not very courteous to the Minister when he said he would not believe a word the Minister said.

I gave a reason for what I said by reference to the record of what happened last week when he stated that a Bill would be ready on Saturday, and it was not forthcoming until Tuesday.

The Deputy said he was to deliver his speech the other day and he did not do it.
