Private Business. - Supplementary and Additional Estimates—Leave to Introduce.

Minister for Finance (Mr. MacEntee)

I move:—

That leave be given by the Dáil to introduce the following Supplementary and Additional Estimates for the services of the year ending on the 31st day of March, 1935, namely:

Votes Nos. 2 (Oireachtas), 10 (Office of Public Works), 12 (State Laboratory), 27 (National Health Insurance), 28 (Universities and Colleges), 33 (Gárda Síochána), 47 (Secondary Education), 52 (Agriculture), 53 (Fisheries), 56 (Land Commission), 61 (Unemployment Insurance and Unemployment Assistance), 73 (Compensation Bounties).

There is an omission from the list, as Vote No. 27, described as National Health Insurance, should be for Haulbowline Dockyard, and the Additional and Supplementary Estimate, No. 44, for National Health Insurance should be inserted between Vote No. 33 (Gárda Síochána) and Vote No. 47 (Secondary Education). I am asking that the necessary insertion be made.

Will the Minister repeat the numbers of the Estimates?

Numbers 2 (Oireachtas), 10 (Office of Public Works), 27 (Haulbowline Dockyard), 44 (National Health Insurance), 47 (Secondary Education), 56 (Land Commission) and 61 (Unemployment Insurance and Unemployment Assistance).

I submit that it would be most unfair to advise Deputies to-day that the Supplementary Estimates could be taken and discussed to-morrow without having an opportunity of carrying out certain inquiries in their constituencies. There would be no objection to taking such Estimates as might reasonably be taken to-morrow, if we had a good look at them. I ask the Minister not to press for the taking of any Estimate until next week where it can be suggested that further consideration is necessary.

They might be ordered for to-morrow.

I think it is unfair not to be perfectly clear with Deputies. The Minister should not press taking one of them to-morrow where there is a strong feeling that further consideration is necessary.
