asked the Minister for Finance if he will state how far the terms of the reorganisation scheme, which was submitted to the staff of the Ordnance Survey for agreement in 1927, have been given effect to up to the present; the number of non-civil servants who have been appointed to positions in the Ordnance Survey, and the circumstances under which it was not considered practicable to have existing members of the Ordnance Survey staff appointed to carry out the duties now being discharged by non-civil servants.

The reorganisation scheme to which the Deputy refers in the first part of the question was put into effect in its entirely, but it has since been found necessary to modify details of the scheme in the light of the day to day requirements of the work. In recent years only one non-civil servant has been appointed to a position in the Ordnance Survey in a grade above that of technical assistant. This appointment and an arrangement whereby members of the defence forces are seconded for duty in the Survey were made primarily in the interests of the service and of economy in administration, and also with a view to co-ordinating the activities of the civil survey and the military topographical section.
