Order of Business.

The order of business shall be as on the Order Paper, Nos. 1 to 4, inclusive.

It is an extraordinary proceeding that a very important Bill, which we did not get until this morning, is being rushed through. I am sure that Deputies find difficulty in meeting that situation. I had intended, and still intend, if I receive your permission, A Chinn Comhairle, to put down a further amendment to the Spanish Civil War (Non-Intervention) Bill. An amendment to the Bill has already been circulated. I would wish to move a further amendment as follows:—

To delete all words after the word "that" and to substitute therefor the following:—"The Dáil declines to give a Second Reading to the Spanish Civil War (Non-Intervention) Bill, 1937, until the Government has formally recognised the National Government of Spain under his Excellency General Franco."

I should be glad to know, A Chinn Comhairle, if that amendment can be accepted.

The Bill was in the hands of Deputies this morning. The Chair should have received some notice, before the Dáil assembled, of the Deputy's intention to table an amendment. I shall consider the matter in the interim between now and the taking of the Second Stage of the Bill.

Would it be too late for you to consider taking the amendment now?

I shall, as stated, consider the matter before the Bill is reached and notify the Deputy of my decision.
