Pigs and Bacon Bill, 1937—Final Stages.

There are nine amendments here and they have been brought in more or less by agreement. Amendment No. 1 is to give minor curers larger representation both on the Bacon Marketing Board and on the Pigs Marketing Board. I move amendment No. 1:—

In page 7, before Section 14, to insert a new section as follows:

(1) From and after the biennial election (in this section referred to as the next election) of ordinary members of the board to be held next after the passing of this Act, so much of sub-section (3) of Section 74 of the Principal Act as provides that the number of members of the board shall be eight and the number of ordinary members of the board shall be seven shall cease to have effect, and in lieu thereof it is hereby enacted that from and after the next election the number of members of the board shall be nine and the number of ordinary members of the board shall be eight.

(2) For the purposes of giving full effect to the next preceding sub-section of this section, the following provisions of Part III of the Principal Act shall, from and after the next election, be amended in the following respects and the said Part III shall be construed and have effect accordingly, that is to say:—

(a) by the deletion in sub-section (3) of Section 74 of the words "eight" and "seven" and the respective substitution therefor of the words "nine" and "eight";

(b) by the deletion in sub-sections (2) and (3) of Section 77 of the word "seven" wherever it occurs and the substitution therefor in each case of the word "eight."

I move amendment No. 2:—

In page 8, Section 20, to insert before sub-section (2) a new sub-section as follows:—

(2) In making an allocation (bacon production quota) order, the board shall so allot the production quota to which such Order relates as to ensure that the quantity of bacon alloted thereunder to any licensed premises will not, if taken in terms of a monthly rate, be less than 300 cwts. per month.

I move amendment No. 3:—

In page 8, Section 20 (2), to delete all words from the words "a specified", line 33, to the end of line 36, and to substitute the following words:—"in case such premises are licensed in pursuance of sub-section (3) of Section 24 of the Principal Act, a sub-quota equal to the smallest sub-quota to be alloted by such Order or, in any other case, a specified proportion of the".

I move amendment No. 4:—

In page 8, Section 20 (3), line 43, to delete the words "immediately preceding sub-section" and substitute the words "two immediately preceding sub-sections."

I move amendment No. 5:—

In page 8, Section 20 (3), before paragraph (c) to insert a new paragraph as follows:—

(c) in case such allocation (bacon production quota) order relates to the production quota in respect of any production period commencing on or after the appointed day, the quantity of bacon (being bacon produced on such licensed premises) lawfully consigned by way of export on sale by such licensee to any country other than Great Britain or Northern Ireland during the calendar year next preceding the year in which such allocation (bacon production quota) order is made, and.

This amendment is somewhat different from the previous ones. There was agreement on this, too, on the Committee Stage.

In page 16, Section 38 (2), line 4, to insert before the word "number" the words "average annual".

In page 16, Section 38 (2), line 7, to insert after the figures "1935" the words and figures "and the period of twelve months ended on the 31st day of March, 1937".

In page 16, Section 39 (1), line 34, to insert after the word "may" the following:—"but not later than the 31st day of March, 1938,".

In page 18, Section 51, to insert at the end of the section a new sub-section as follows:—

(3) Every order under this section shall be made with the concurrence of the Minister.
