Agricultural Produce (Eggs) (No.2) Bill, 1938—From the Seanad.

Amendment No. 1: In page 20, Section 32, sub-section (5), all words in line 5 deleted and the words:—"as soon as possible after the giving of the direction, that the direction was so given" substituted therefor.

I move, that the Committee agree with the Seanad in amendment No. 1. This amendment is to the section dealing with the inspection of eggs in transit. Where an inspector calls on a transport company not to proceed further with a package of eggs, it is provided in the section that he should notify the consignor. The object of this amendment is that he should not lose any unnecessary time in notifying the consignor.

Amendment No. 2: In page 22, Section 36, sub-section (1), all words in lines 18, 19 and 20 deleted and the words:—
"Whenever the Minister is satisfied that it is necessary to do so in order to facilitate the inspection under this Act of eggs or packages of eggs, he may, by notice in writing served on a registered wholesaler, require such registered wholesaler to do both or either of the following things, that is to say:—"
substituted therefor.

I move, that the Committee agree with the Seanad in amendment No. 2. This is the section which gives power to the Minister to fix the route of export. This amendment would make it incumbent on the Minister not to use the powers there provided unless for the better inspection of eggs: in other words, that he should not favour one company more than another unless there was a reason arising out of the Act for it.
