I move:—

Go ndeontar suim Bhreise ná raghaidh thar £10 chun íoctha an Mhuirir a thiocfaidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1939, chun Tuarastail agus Costaisí Tithe an Oireachtais, maraon le Deontas-i-gCabhair.

That a Supplementary sum not exceeding £10 be granted to defray the Charge which will come in course of payment during the year ending 31st March, 1939, for the Salaries and Expenses of the Houses of the Oireachtas, including a Grant-in-Aid.

The main purpose of this Estimate is to provide an additional sum of £74 for the Inter-Parliamentary Union, Irish Group.

Mr. Dillon

We have no objection to this Supplementary Estimate or to the grant thereunder. However, I desire to raise on this Estimate the attitude of the present Government in refusing to sponsor an Estimate for a Grant-in-Aid to the Parliamentary Association of which we have an Irish branch.

The Deputy is confined to the discussion of what is actually before the House and parallel matters may not be raised. The question which the Deputy desires to discuss is one of policy and it could not be raised on any such Estimate. It might be raised on the Budget. No money is provided in this Supplementary Estimate for the purpose to which the Deputy refers.
