asked the Minister for the Co-ordination of Defensive Measures if the A.R.P. black-out regulations will be brought into operation for the coming winter, and, if so, if he will give due notice of his intention.

It is not possible to state whether it will be necessary to put into operation during the coming winter the Emergency Powers (Control of Lights) Order, 1939. Such an order will not be put into force unless the circumstances so require. Every endeavour will be made to give as much notice as possible if it is decided to put a lighting restrictions order into operation.

I take it that the Parliamentary Secretary realises that there is very considerable expense involved and that very considerable delay will take place before the ordinary public can carry out such regulations?

That is quite possible. There is a control of light order in preparation and every effort will be made to give as much notice as possible if it is decided to put it into operation.
