asked the Minister for Finance if he will state the method and circumstances of recruitment to the Civil Service of the civil servants recently sentenced to imprisonment by the Criminal Court, giving in each case the year of entry and stating the Department in which each served, the reasons prompting their transfer to the Department of Defence, when such transfer occurred, and the duties to which they were assigned in the latter Department.

The four civil servants in question were recruited through the medium of open competitive examinations conducted by the Civil Service Commissioners. Particulars of their service are as follows:—

None of the officers in question was permanently transferred to the Department of Defence. Mr. Doyle and Miss Ni Chuileanain were lent by their Departments to the Department of Defence to meet the demands of that Department for additional staff arising out of the expansion of military services during the present emergency. Each was included in a large number of staff released by their Departments en bloc to assist the Department of Defence; as part of the general policy of meeting the staff requirements of that Department by the loan of any experienced officers who could be spared from Departments not immediately concerned with emergency services.
During the period of loan to the Department of Defence Mr. Doyle has been engaged on routine work concerning the checking of requisitions for, and supplies of, stationery, and Miss Ni Chuileanain has been engaged on routine work in the Accounts Section of the Department of Defence.
