asked the Minister for Education if he will state the number of school attendance committees in each of the areas where the Gárda Síochána are not the enforcing authorities under the School Attendance Act, 1926.

The number of school attendance committees in each of the areas where the Gárda Síochána are not the enforcing authorities under the School Attendance Act, 1926 is as follows: County Borough of Dublin, five; County Borough of Cork, one; Borough of Dun Laoghaire, two; County Borough of Waterford, one.

asked the Minister for Education if he will state the number of school attendance areas which have been arranged in each county under Section 9 of the School Attendance Act, 1926; and if he will state what is generally the rank of the officer of the Gárda Síochána appointed to be the enforcing authority.

109 school attendance areas were formed under Section 9 of the School Attendance Act, 1926. These areas are not defined according to counties but according to district electoral divisions which are, however, grouped as far as possible within the county area. The enforcing authority for each of these school attendance areas is the Superintendent of the Gárda for the particular area. Under sub-section (3) of Section 9 of the 1926 Act the Superintendent has power to delegate his authority to a member of the Gárda nominated by him. The delegation of this authority has been made to members of the Force holding the rank of Gárda.

I am furnishing the Deputy with the statistics required under (a) (i) and (ii) and (b).

The number of teachers recognised in the Central Model Infants' National School is governed by Rules 82 (1) and (2), and by Rule 83 (in virtue of the fact that it is a Model School); in the schools in Lower Rutland Street and in St. Patrick's National School, Drumcondra by Rules 82 (1) and (2); and in Gardiner Street and North William Street Convent National Schools by Rule 87 (1).

I am furnishing the Deputy with copies of these regulations. The staffing of these schools is in accordance with the regulations and is as adequate as circumstances permit.

Rule 82.—(1) The figures of average daily attendance of pupils required to warrant

(a) the establishment of a grant of salary for a junior assistant mistress, and for one or more assistant teachers, in addition to a principal teacher,

or

(b) the appointment of a junior assistant mistress in succession to an outgoing junior assistant mistress or assistant teacher, and the appointment of an assistant teacher in succession to an outgoing assistant (or an outgoing privileged assistant) except as provided in Rule 84 (13), are as follows:—

Note 1.—The revision in this section of the rule introduced temporarily as from the 1st April, 1938, for a period not exceeding three years, whereby a seventh assistant teacher may be appointed in a school with an average attendance of 300 units, and an additional assistant teacher may be appointed for every 40 additional units —the figures operative prior to the 1st April, 1938, were 320 and 45, respectively—is being continued, as a further temporary measure, for an additional period not to extend beyond the 31st March, 1945.

Note 2.—The Minister may sanction the appointment, in a temporary capacity and for a limited period, of additional assistant teachers to selected schools (in which progress in the teaching of Irish is hampered owing to the inadequate qualifications in Irish of a member or members of the existing staff), notwithstanding that the figures of average daily attendance given above have not been secured. These temporary appointments shall be subject to such conditions as may be prescribed by the Minister in each case.

*As a temporary measure, for a period not exceeding three years from the 1st April, 1941, the appointment of an assistant teacher in a two-teacher school in succession to an out-going assistant teacher may be made if the average daily attendance of pupils is not less than 45 units.

(2) To warrant the appointment of an assistant teacher or a junior assistant mistress in any school the average daily attendance must have reached the minimum prescribed in this rule (hereinafter referred to as the appointment average):—

(a) for each of the two quarters immediately preceding the quarter in which the appointment is made;

or

(b) for the quarter immediately preceding the quarter in which the appointment is made and for the preceding calendar year;

or

(c) for the quarter immediately preceding, and for the year ended on the last day of one of the three quarters preceding the quarter in which the appointment is made.

The provisions of section (1) and section (2) of this Rule are not strictly enforced in the case of schools newly recognised nor in the case of an assistant teacher reduced in status to the position of junior assistant mistress in the same school owing to a decline in the average attendance.

Rule 83.—In the model schools, in research and practising schools in connection with a university, and in special schools for Irish speakers provided for in Rule 22 (4), the ratio between the staffs and the attendance of pupils is determined by the Department, and the teaching staffs are adjusted from time to time to the attendance of pupils as the circumstances of these schools demand.

Rule 87 (1).—In any convent or monastery or other national school paid by capitation, the teaching staff is deemed sufficient if the number of recognised teachers, including members of the community engaged in teaching, in proportion to the average annual attendance, corresponds with the following scale:—
