The effect of the Emergency Powers (Tobacco) Order, 1942, made by me on the 31st ultimo, is that the quantity of unmanufactured tobacco which may be cleared from bond is now 90 per cent. of the quantity so cleared during the year ended on the 31st March, 1940. Previously, the quantity that might be cleared was restricted to 80 per cent. of the 1939-40 clearances. I regret that I cannot authorise any further increase in clearances in present circumstances.
