asked the Minister for Finance if he will state in respect of each of the years 1930, 1934, 1938 and 1942, the total sum expended on social services, indicating in each case the nature of the service on which money was expended, and further whether he will state the amount so expended out of (a) taxes, (b) rates, and (c) the contribution from official sources.
Written Answers. - Expenditure on Social Services.
The information asked for by the Deputy is set out in a tabular statement hereunder regarding which the following comments are desirable:—
Unemployment insurance, widows' and orphans' pensions and national health insurance have, of necessity, been set out separately though they must, of course, be read as part of the statement as a whole. The distinctive grouping is due to two main reasons: (1) that statutory funds are involved and that, in addition to State and other contributions, an element of interest on investments is present which could not readily be fitted into the framework of the tabular statement; (2) that the accounts of the National Health Insurance Fund are prepared in relation to the calendar and not the financial year and the figures could, therefore, not readily be merged with those entirely related to the financial year.
The amounts set out are exclusive of administrative charges.
