asked the Minister for Local Government and Public Health if he will simplify regulations under Road Traffic Act, 1933, so as to permit of county licensing authorities issuing renewals of driving licences without completion of Form D. L. 1 on each occasion of licence renewal.

The present procedure is governed by the provisions of Section 24 of the Road Traffic Act, 1933, as well as the regulations thereunder and it would not be possible to dispense with the completion of a form of application on each occasion on which an application is made for a driving licence.

In view of the shortage of paper that exists at present, would the Parliamentary Secretary not consider making a regulation providing that where a person holds a driver's licence, if he sends in his old driving licence with an ordinary written application to have it renewed, with the appropriate fee, it will be renewed without asking him to fill up a large form containing all the information that he provided 12 months previously on a similar form?

The information on the form is regarded as necessary, in particular the information regarding the declaration of fitness.

I have never seen any declaration of fitness on any form. Will the Parliamentary Secretary say what declaration of fitness?

If the Deputy examines the form he will find it there.

I filled up a form a few days ago and I never saw any declaration of fitness.
