Committee On Finance. - National Stud Bill, 1945—Fourth and Fifth Stages.

We welcome the decision of the Government to acquire the Tully Stud for the purpose of making it a national stud. We have made clear that our view is that a national stud would be a great asset to a very important branch of Irish agriculture. However, we have vigorously opposed the type of administration which the Minister proposes to set up to control this stud. On other stages of the Bill, we indicated that we did not approve of the application of the idea of a nominal company—a semi-autonomous body, not responsible to the Comptroller and Auditor-General or to the Public Accounts Committee and not responsible, through the Minister, to this House—to the national stud. We pointed out that similar nominal bodies, set up to administer other State enterprises, had been strongly condemned by commissions set up by the Government. We felt that the application of the idea of the nominal company to this particular institution was the worst example yet of this particular development. Bearing in mind the type of institution and the branch of agriculture it is to serve, there is grave danger of corruption and corrupt practices creeping when administration, policy and decisions are not open to review by this House. Although we have welcomed the idea of a national stud we feel that at this stage we are bound to oppose the proposals that have been put before us by the Minister and we have to record our opposition to the Bill for that reason.
