Order of Business.

It is proposed to take business in the following order: Nos. 1, 2, 3—the Education Estimate followed by Industry and Commerce Estimates.

You will remember, Sir, that yesterday I had a motion down for the Minister for Justice and I asked your permission to allow time for that motion on the Adjournment but it appears that the Minister prefers to have a longer time than half an hour.

Half an hour for the whole case was not sufficient. I did not require half an hour myself.

On that account it appears that I am denied the right of raising the matter on the Adjournment.

The Deputy will clearly understand that a matter of principle of that nature, involving the reform of the prison system, was too big a question for the Adjournment and it was so ruled by the Chair and the Deputy was so informed.

I accept the ruling of the Chair.

Then, it cannot be questioned.

I am not questioning it but, on that account, I am compelled to put down a motion on the matter and I expect, or at least I ask, that I should be granted Government time, because it is necessary to have this motion discussed——

That cannot be debated now.

——in order to clear the fair name of this country throughout the world.

What are you stuttering about? Is it Communism you are troubled about, or anything?

There is nothing before the House, as the Deputy has tabled no motion yet.

I have tabled a motion.

It is not in possession of the House.

I handed it in to the office.

Four days' notice is required.

You will consider it so, after four days?

I have nothing to do with allotting time for it.

I handed in the motion. For the sake of clearing the fair name of this country I would ask the Government and especially the Taoiseach to allow time as soon as possible for that motion.

Can Deputy Donnellan's motion not be taken on Tuesday next?

Before you take No. 1 on the Order Paper—the motion in my name—I want to say that in view of the fact that arising out of Question No. 1, the Taoiseach will not be available to-night, I am prepared to meet the Taoiseach by leaving over my question until to-morrow evening.

That is very courteous.
