Ceisteanna—Questions. Oral Answers. - Local Officers' Deputies.

asked the Minister for Local Government and Public Health if he will state the number of cases in which holders of offices, under local authorities, have been permitted by him, since 1st January, 1933, to perform the duties of such office through a deputy for reasons other than the illness of the office holder; the offices so held; the name of the office holder; and the total period for which the duties of the office were performed by a deputy.

The answer is in the form of a tabular statement which, with the Ceann Comhairle's permission, will be circulated with the Official Report.

I should like to point out that the term "deputy" has in this connection a very narrow connotation. It refers only to deputies appointed under Article 17 of the Dispensary and Vaccination (Rules and Regulations). Order, 1934, and under Article 10 of the Local Government (Officers) Regulations, 1943. The duties of officers of local authorities are, in a number of instances, performed not by deputy, but by substitute. I should also make it clear that my permission is not required in all cases where an officer of a local authority wishes to act through a deputy. The manager may from time to time, without reference to me, authorise a medical officer of a hospital or of a dispensary district to perform his duties through a deputy.
