Permits to purchase the appropriate allowance of coal during the winter months have been granted to institutions located outside the scheduled turf area. Except in particular districts where it has been found necessary to reserve for household purposes the available supplies of turf, coal will not be provided for institutions in the turf area where turf and firewood may be purchased without quantitative restriction.
