Ceisteanna—Questions. Oral Answers. - Speed Limit in Dublin.

asked the Minister for Local Government if he will impose a speed limit on all mechanically-propelled vehicles using the public roads in the City and County of Dublin and also make regulations controlling the speed of vehicles approaching and passing through built-up areas.

Regulations under Section 48 of the Road Traffic Act, 1933, prescribing a special speed limit for motor vehicles on any specified road or all the roads in any specified area, may be made only on the application of the Commissioner of the Garda Síochána or the local authority within whose functional area is situated the road or the specified area to which such regulations relate. A public inquiry must be held before regulations prescribing a special speed limit can be made. I have received no application from either the commissioner or the local authorities in Dublin. I am, however at present in communication with the commissioner regarding the matter.

Will the Parliamentary Secretary make representations to the Coroner for County Dublin, who knows something about this matter?

Does the Parliamentary Secretary say there never have been representations made by the Dublin Corporation with regard to this particular matter?

That is my information —that no application has been made either by the Commissioners of the Dublin Corporation, or the Commissioner for County Dublin.

Will the Parliamentary Secretary have this matter re-examined? I have knowledge that it has been brought up several times by the corporation, with a view to getting a speed limit fixed in certain areas. I am sure the Parliamentary Secretary is aware that the corporation has on several occasions sent requests for the convening of a meeting between representatives of the corporation and the Garda Síochána with a view to having a speed limit fixed in certain areas.

That may be but it is not what the Act prescribes. That is, that an inquiry should be held at which all persons interested can give evidence and make their statements.

Who orders the inquiry?

The Minister when he has received an application from the local authority or the commissioner.
