asked the Minister for Social Welfare whether he is aware that milkers in the City of Dublin are only insurable under the Unemployment Insurance Acts during six months of the year and are not insured during the remaining six months, although they are employed by the same employer during that period; that this is an undesirable situation in view of the fact that the milkers are deprived of full benefit; and, if so, whether he will introduce proposals for amending legislation to have these workers brought within the scope of unemployment insurance during the full period of their employment.

Employment in agriculture is excepted from the provisions of the Unemployment Insurance Acts. Milkers in the City of Dublin and elsewhere are regarded as being employed in agriculture for the period during which they perform their work on land owned or rented by their employers. In the winter months when cows are housed in city or town byres and fed on bought foodstuffs the milkers are regarded as not being engaged in agriculture and are insurable under the Acts. This situation will come under review when the new scheme of social insurance is being considered.
