Ceisteanna—Questions. Oral Answers. - Assessment of Stamp Duty.

asked the Minister for Finance whether he is aware that in the sale of registered lands the redemption value of outstanding annuities is added to the purchase price in assessment of stamp duty payable; and, if so, whether he will introduce proposals for legislation providing for the payment of stamp duty on the purchase price only.

The answer to the first part of the question is in the affirmative and to the second part in the negative.

Does the Minister agree that this practice of assessing the redemption value of annuities is not fair to the purchaser?

Can the Minister say on what grounds it is fair to the purchaser?

If the land annuity were redeemed, the price of the land would clearly go up. The price paid with the land annuity unredeemed would be a fictitious price.
