Committee on Finance. - Financial Business—Closure Motion (Resumed).

I understand that the Whips have reached agreement regarding business. The agreement, I understand, involves the adoption of the motion on the Order Paper and an alteration in the Order of Business so as to provide that after the conclusion of the debate on the Estimate for the Department of Agriculture the Estimates for the Department of Fisheries and the Department of Local Government, and those Estimates only, will be taken. If there should be time to-morrow after the conclusion of the debate on the Estimate for the Department of Local Government that time will be availed of for a discussion on the Appropriation Bill. The arrangement, of course, contemplates that for Estimates not debated there will be token Estimates for discussion after the Recess.

There is perhaps one point which has not been adverted to by the Whips and which I should mention. I understand that in the Estimates are included two Supplementary Estimates for which I personally am responsible and in so far as they have not been explained to the Dáil it might be as well to move them. I do not think they are controversial. They could be grouped in with the other Estimates but I think it would be better to move them and give the reasons for them.

It is quite clear that the first business in the autumn session will be a discussion of the Estimates that have not been disposed of in this session?

It is certainly intended that these Estimates will be on the Order Paper. At the same time, to say at this stage that they would be the first business might be a bit risky because Bills such as the Great Northern Railways Bill might get priority, but the intention is to have them early in the session.

What about the Veterinary Surgeons Bill?

We arranged to take the Veterinary Surgeons Bill if it were possible.

We are agreeable.

If it were possible we might take it after 12 on Thursday night. It is an agreed measure between all Parties and there will not be very much discussion on it — I say that subject to correction.

The Parliamentary Secretary is perfectly right. It is an agreed interim measure and should be passed as soon as the House will allow.

It would be better to take it to-morrow night than to meet specially for it on Friday.

Could the Tánaiste say when the Courts of Justice Bill will be taken?

Not in this session.

Deputy Cowan has not seen it?

I have not.
