Where practicable and where the nature of the work would appear to justify such action opportunities of securing permanent and pensionable posts are afforded to unestablished personnel. The grant of such opportunities is necessarily restricted by considerations of public interest inasmuch as extension of establishment involves the imposition of serious additional burdens on the Exchequer.
Can the Parliamentary Secretary indicate how long some of these unestablished civil servants have been unestablished? Is there any limit to the period?
