Ceisteanna—Questions. Oral Answers. - Differential Rents and Wage Increases.

asked the Minister for Local Government whether he has yet received any communication on behalf of the Dublin Corporation from the clerk of the council or the city manager in regard to the resolution, adopted by the corporation, requesting that increases in wages, bonuses and overtime payments should not be taken into consideration when assessing the means of tenants with differentially rented housing accommodation; and if, in order to alleviate the hardships caused to the tenants in question, he will sanction the proposals.

No proposals to implement the resolution referred to have been received by me. The question of my sanction does not therefore arise.

asked the Minister for Local Government whether, in view of the hardship created in many instances by the operation of the differential rent scheme, he will ask the Dáil to set up a committee of the House to consider and report on possible ameliorations in the system.

The purpose of a differential renting system is to regulate rents according to the family circumstances of the individual tenants. I am not aware, therefore, of the meaning of the Deputy's reference to hardship created by the operation of the system. It is primarily a matter for each housing authority to prepare and submit proposals for renting schemes to be applied to its houses. The function of the Minister for Local Government is confined to consideration of the proposals of the housing authority. In these circumstances, the establishment of a committee of the House for the purpose suggested by the Deputy would not be appropriate.
